Budget Efficiency: The Government’s Strategic Step in Directing Development According to National Priorities
By: Sumirating Vernandha
The government under the leadership of President Prabowo Subianto is directing national development with a more focused and efficient strategy. The budget efficiency policy implemented is not just a savings measure, but also an effort to ensure that every rupiah of the State Budget (APBN) is used optimally according to national priorities. This step reflects the government’s commitment to creating better governance for the welfare of the wider community.
Paramadina University economist, Wijayanto Samirin, assessed that the budget efficiency policy implemented by the government can direct development more in line with national priorities. According to him, the reallocation of APBN spending does have the potential to benefit several parties, while others may be affected, but this step remains crucial to ensure development is in line with the government’s vision. This means that this policy does not just reduce the budget burden, but also directs it to sectors that have a greater impact on people’s welfare.
In line with that, budget efficiency is also an anticipatory step in facing global uncertainty and maintaining national fiscal stability. By ensuring that the budget is allocated effectively, the government can strengthen strategic sectors such as infrastructure, education, and health, which are key pillars in creating national competitiveness.
One of the concerns that often arises in budget efficiency policies is its impact on social programs. However, Deputy Minister of Social Affairs Agus Jabo ensured that social assistance programs and the Family Hope Program (PKH) would not be affected by the budget efficiency instructed by President Prabowo. According to him, the Ministry of Social Affairs has made various adjustments in the distribution of social assistance so that it continues to run smoothly. This shows that the government continues to prioritize the welfare of vulnerable communities in its fiscal policy.
With this adjustment, the distribution of social assistance is expected to be more targeted and more efficient in its implementation. The government also continues to improve the beneficiary data collection system so that the assistance provided really reaches those in need. This step not only ensures that the program continues to run, but also increases accountability in the distribution of social assistance.
Budget efficiency is also realized through digital transformation in the government sector. Digitalization is expected to reduce waste and increase transparency in the management of state finances. Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB), Rini Widyantini, emphasized that her staff is conducting a comprehensive evaluation of various programs and activities to ensure optimal budget use. This evaluation includes a review of the effectiveness and efficiency of each program run by ministries and government agencies.
One of the main focuses is to identify activities that have a significant impact and eliminate less productive programs. In addition, the government is also trying to accelerate the integration of digital systems to improve coordination between agencies.
This step is expected to reduce budget overlaps and accelerate the decision-making process. Rini emphasized that digital-based bureaucratic reform is the main key to encouraging efficiency and accountability. The government is also encouraging the use of information technology in public services so that they are faster and easier for the public to access. With these efforts, the state budget can be allocated more appropriately and have a maximum impact on people’s welfare.
Optimizing technology is considered a solution that can answer this efficiency challenge. The government is trying to reduce operational costs by implementing a digital-based work system, minimizing the use of office facilities and infrastructure, and strengthening collaboration between work units through the concepts of share outcome, share output, and share activities. With this approach, the use of resources becomes more effective and employee productivity increases.
In addition, digitalization in the government administration system also has a positive impact on public services. With a technology-based system, the public can access government services more quickly, transparently, and efficiently. This is in line with the government’s vision to build a bureaucracy that is responsive to the needs of the community and reduces the potential for deviations in budget management.
