Government Commitment Realized in Lecturer Allowance Fund Allocation

Jakarta – The Prabowo-Gibran government has ensured the disbursement of Performance Allowances (Tukin) for State Civil Apparatus (ASN) lecturers in 2025. The total budget prepared reaches IDR 2.5 trillion. This government commitment was enthusiastically welcomed by ASN lecturers who have been waiting for the disbursement of Tukin for five years. The process of disbursing the Tukin for lecturers is still awaiting the issuance of a Presidential Regulation (Perpres) as a legal basis.

Deputy Chair of Commission X of the Indonesian House of Representatives, Lalu Hadrian Irfani, said that Commission X is committed to overseeing the disbursement of Tukin for lecturers until completion. The Ministry of Education and Science and Technology has submitted a budget of IDR 10 trillion, but only IDR 2.5 trillion has been approved by the Ministry of Finance (Kemenkeu).

“This is good news for ASN lecturers. Soon, their rights that have been delayed for five years will be received,” said Lalu Hadrian.

Lalu Hadrian also emphasized that the Presidential Decree is a key element in the process of disbursing Tukin for lecturers. Therefore, the government must immediately complete the drafting of the Presidential Decree so that the disbursement can be carried out according to the rules.

Lalu Hadrian reminded that the Tukin disbursement process must be carried out carefully to avoid violating the rules. Lecturers must be patient because the government is still preparing regulations and administration.

“We continue to monitor so that the disbursement of Tukin for lecturers can be realized. Hopefully the Presidential Decree which is the legal basis will be issued soon,” said Lalu Hadrian.

Previously, the rules regarding Tukin for lecturers were regulated in the Decree of the Minister of Education, Culture, Research, and Technology Number 447/P/2024. However, changes in the ministry’s nomenclature made the regulation unenforceable, so a new Presidential Decree is needed as the legal basis for the disbursement of Tukin. The government is also considering the option of disbursement through an additional lecturer certification allowance scheme, although there is no further certainty.

Meanwhile, Minister of Finance (Menkeu) Sri Mulyani ensured that Tukin or lecturer remuneration would be completed in the near future.

Sri Mulyani confirmed that lecturers have not yet received performance allowances. However, lecturers have received professional allowances.

“So they have received professional allowances but not performance allowances or remuneration,” said Sri Mulyani.

Sri Mulyani ensured that the government is currently still at the calculation and data collection stage and preparing a Presidential Regulation regarding lecturers’ Tukin.

“We are currently processing the calculation and data collection and the Presidential Regulation is also in the process of being finalized,” said Sri Mulyani.

Sri Mulyani explained that the lecturers’ Tukin will be completed in the near future. The stage is currently being finalized.

“The decision regarding Tukin from lecturers at PTN Satker within the Ministry of Education and Science and Technology, PTN, lecturers at PTN Satker within the Ministry of Education and Science and Technology, then lecturers at PTN BLU who have not implemented remuneration and PNS LL Dikti lecturers and other KL lecturers regarding Tukin are in the process of finalizing the Presidential Regulation which will be completed in the near future,” explained Sri Mulyani.

With the government’s commitment and support from various parties, the disbursement of Tukin lecturers will soon be realized and provide certainty to ASN lecturers for their rights. The government certainly pays attention to the welfare of lecturers as one of the producers of the nation’s quality future generation. []
