Government Approves Budget for ASN Lecturer Allowances for More Optimal Performance

The government has approved the budget for the disbursement of Performance Allowances (Tukin) for State Civil Apparatus (ASN) lecturers in 2025. This decision provides good news for ASN lecturers who have been waiting for their rights for five years. Although the initial budget proposal reached IDR 10 trillion, the government finally approved a budget of IDR 2.5 trillion for the disbursement of Tukin in the coming year.

This decision was greeted enthusiastically by ASN lecturers who had long been waiting for the disbursement of Tukin as compensation for performance achievements. This step is considered a positive achievement for lecturer welfare.

The disbursement process itself is still awaiting the issuance of a Presidential Regulation (Perpres) which will be the legal basis for the disbursement of Tukin. This Perpres is considered a key element that will ensure the disbursement process runs in accordance with existing regulations.

Deputy Chairman of Commission X of the Indonesian House of Representatives, Lalu Hadrian Irfani, stated that his party would oversee the disbursement of this Tukin until it is completed. Although the approved budget is lower than the proposed one, Lalu Hadrian emphasized that this is still good news for ASN lecturers who have been waiting for years. He also added that the Presidential Regulation that is currently being drafted is an important part in resolving the problem of disbursement of this tukin.

Lalu Hadrian also reminded that the disbursement process must be carried out carefully to avoid potential violations of the rules that could hinder the disbursement. He asked ASN lecturers to be patient because the government is still finalizing the necessary regulations.

On several occasions, Lalu also conveyed the importance of coordination between institutions to ensure that the entire process can run smoothly without any administrative obstacles. Therefore, his party will continue to communicate with the Ministry of Finance and the Ministry of Education, Culture, Research, and Technology (Kemendikti) to ensure that the budget is right on target.

Meanwhile, the Minister of Higher Education, Science, and Technology, Satryo Soemantri, said that the approval of the Tukin budget is a real manifestation of the government’s commitment to improving the welfare of lecturers and civil servants (PNS). He said that this budget is a form of appreciation for the performance of lecturers throughout Indonesia.

This Performance Allowance, which is given based on individual and institutional work achievements, is expected to increase lecturers’ motivation to make more optimal contributions in the fields of education and research. In addition, the allocation of the budget is also expected to reduce the financial burden on lecturers who have had to work without receiving appropriate compensation.

Previously, the rules regarding the disbursement of lecturer tukin were regulated in the Decree of the Minister of Education, Culture, Research, and Technology Number 447/P/2024. However, changes in the ministry’s nomenclature made this regulation unenforceable, so a new Presidential Regulation was needed as the legal basis for the disbursement of tukin.

The process of changing this regulation is a challenge for the government, which must issue new policies to align the applicable regulations with the new ministerial structure. The disbursement of tukin through an additional lecturer certification allowance scheme is also still an option that is being discussed, although there is no certainty regarding this.

With the commitment from the government and full support from Commission X of the Indonesian House of Representatives, the disbursement of tukin is expected to be realized soon. ASN lecturers who have been waiting will soon receive their rights, providing a positive impact on their welfare and work enthusiasm.

In addition, the disbursement of tukin is also expected to encourage an increase in the quality of higher education in Indonesia, because lecturers will be more motivated to continue working and improving their competence. The government hopes that this step will bring significant changes in the world of education in Indonesia, and contribute to the progress of the nation.
