Government Conducts ASN Arrangement, Call for Demonstration to Reject CASN Deemed Irrelevant

JAKARTA — The government continues to strive to organize the State Civil Apparatus (ASN) optimally by adjusting policies to the dynamics of employee needs. One of the steps taken is the acceleration of the appointment of ASN Candidates (CASN) 2024, which does not have to be done simultaneously.

Deputy Chairman of Commission II of the DPR, Dede Yusuf, emphasized that regions that are ready do not need to wait for the maximum deadline to recruit new employees. He said that in a meeting with the Ministry of State Apparatus Empowerment and Bureaucratic Reform (Kemenpan-RB), the DPR rejected the proposal for simultaneous appointment in October 2026 and recommended acceleration.

“We recommend that the appointment of CPNS be carried out no later than October 2025, while PPPK until March 2026,” he said.

According to him, this policy reflects the seriousness of the DPR in overseeing ASN recruitment that is more flexible and in accordance with regional needs. “We want to ensure that every policy truly reflects the interests of the wider community,” he added.

Deputy for Human Resources (HR) of Kemenpan-RB, Aba Subagja, explained that there is a scheme for arranging non-ASN workers through Government Employees with Work Agreements (PPPK). The second phase of this program was opened to provide opportunities for non-ASN workers who did not pass the first phase.

“In this second phase, there are actually also friends who did not enter the first phase, we gave them the opportunity in the second phase. In fact, up to two extensions,” he explained.

Head of the Data, Communication, and Public Information Bureau of Kemenpan-RB, Mohammad Averrouce, emphasized that the adjustment of the CASN appointment schedule was an agreement between the government and the DPR.

“Thank you for the suggestions and input provided, as consideration in the preparation and evaluation of the policy,” he said.

Minister of PANRB, Rini Widyantini, emphasized that this policy is part of the transformation of ASN management as regulated in Law Number 20 of 2023 concerning ASN.

“The transformation of ASN recruitment and positions is designed to answer organizations that must be agile and collaborative,” he said.

The government ensures that this decision takes into account financial aspects, avoids mass layoffs, and maintains the welfare of non-ASN workers. Therefore, demonstrations rejecting this policy are considered irrelevant and not in line with efforts to create a better and more sustainable ASN system. (*)
