Presidential Instruction on Appointment of State Civil Apparatus Prepared, Government Ensures Clarity

The government is preparing a Presidential Instruction (Inpres) regarding the certainty of the appointment of State Civil Apparatus Candidates (CASN) in 2024. This step is a response to various technical considerations and the need for more structured bureaucratic reform. With this Inpres, the government is trying to provide clarity for prospective ASN, including Government Employees with Work Agreements (PPPK), in their appointment process going forward. This initiative is expected to provide certainty and foster enthusiasm for prospective ASN who have been waiting for a long time.
The Minister of State Apparatus Empowerment and Bureaucratic Reform (MenPANRB), Rini Widyantini said that the adjustment of the CASN appointment schedule has been reported to President Prabowo Subianto. This shows that the government is committed to ensuring that the appointment process runs well and in accordance with existing regulations. This regulation will provide clear direction regarding the time and mechanism for CASN appointments, so that the entire process is transparent, accountable, and on target.
In a limited meeting at the Presidential Palace, the Minister of PANRB stated that the government has set simultaneous appointments for CPNS on October 1, 2025 and PPPK on March 1, 2026. This policy was formulated to align data on formations, positions, and placement of new employees, create uniformity in the national civil service system, and ensure that all ASNs get fair and equal opportunities.
The Head of the State Civil Service Agency (BKN), Prof. Dr. Zudan Arif Fakrulloh, SH., M.H emphasized the importance of government agencies budgeting salaries for non-ASN employees who are still in the selection process until appointment as CASN. The government appealed for no employee dismissals before they were officially appointed as PPPK in accordance with the Letter of the Minister of PANRB in December 2024. This emphasizes the government’s commitment to protecting the rights of workers and creating a stable and conducive work environment.
The government also emphasized the importance of socializing the appointment of CASN to all prospective ASNs in various agencies. Both online and offline, they will gain further understanding of the recruitment process, including briefing and training before officially becoming CPNS or PPPK. This program helps prospective ASN adapt to the modern bureaucratic work environment.
Deputy Chairman of Commission II of the Indonesian House of Representatives, Bahtra Banong, also highlighted the importance of accelerating the arrangement of non-ASN employees so that there is no inequality in the national bureaucratic system. In a working meeting with the government, he emphasized that the appointment of non-ASN personnel in central and regional agencies will no longer be carried out, in accordance with Law Number 20 of 2023 concerning the State Civil Apparatus. This agreement is part of a more comprehensive personnel reform effort and ensures that the government only recruits professional and qualified workers.
Bahtra also emphasized that the completion of the arrangement of non-ASN employees must be carried out systematically to provide certainty about their employment status. Therefore, Commission II of the Indonesian House of Representatives asked the Ministry of PANRB and BKN to oversee this policy, so that there is no more uncertainty for non-ASN personnel who have served for a long time. With the largest number of PPPK formations in history, the completion of the arrangement of non-ASN employees is expected to run optimally and favor workers who have contributed to the country.
The government emphasized that this policy aims to improve the quality of the national bureaucracy. By eliminating the recruitment of new non-ASN workers and directing the focus on recruiting new graduates, the government wants to create a more efficient, structured, and professional personnel system. This also contributes to the optimization of public services.
In line with this, the government has asked agencies to start preparing proposals for the appointment of PPPK in stages. The Head of BKN, Zudan Arif Fakrulloh, stated that without proposals from related agencies, BKN cannot issue technical considerations (Pertek) needed for the appointment of employees. Therefore, coordination between agencies is the key to the smooth running of this process and ensuring that procedures run smoothly.
In the long term, this policy is expected to improve the overall ASN management system. By adjusting the appointment schedule and issuing Presidential Instructions, the government has shown its commitment to creating a more transparent and accountable bureaucratic system. This personnel reform is expected to be a solution to various challenges in managing ASN in Indonesia.
