Indonesia Guarantees Monthly Distribution of Lecturer Performance Allowances Starting July 2025
JAKARTA – The government, through the Ministry of Higher Education, Science, and Technology (Kemdiktisaintek), together with the Ministry of Finance (Kemenkeu), has reaffirmed its commitment to providing financial security for State Civil Apparatus (ASN) lecturers by guaranteeing the monthly disbursement of Performance Allowances (Tunkin) starting July 2025.
Minister of Higher Education, Science, and Technology, Brian Yuliarto, emphasized that the disbursement of Tunkin for lecturers will be carried out regularly and continuously.
“The Tunkin for January to June will be paid no later than this July. Afterward, it will be transferred monthly for the period from July to December,” said Brian in Jakarta.
Brian explained that the Tunkin for lecturers is now divided into two categories: Basic Tunkin and Achievement Tunkin. This category aligns with the President’s directive that the allowance should serve as a driving force for improving the quality and productivity of lecturers throughout Indonesia.
“The President’s mandate is for the Tunkin to become an instrument for improving lecturer performance. Currently, the data has been compiled and is being verified by each university,” he explained.
Finance Minister Sri Mulyani Indrawati also expressed her full support for the realization of the Tunkin budget for lecturers. She emphasized that this policy aligns with the bureaucratic reform strategy, which emphasizes the importance of performance-based rewards. The government fully supports performance-based incentives as an effort to improve the quality of higher education services.
“We ensure that the distribution of this Tunkin is carried out on time and in accordance with applicable regulations,” said Sri Mulyani.
In its implementation, the Tunkin is given to ASN lecturers working in State University Work Units (Satker PTN), Public Service Agency (BLU) PTN Work Units that have not implemented a remuneration system, and Higher Education Service Institutions (LLDikti). In the initial disbursement phase, 31,066 lecturers will receive the Tunkin according to their respective job classes and professional allowances.
This policy is part of the implementation of Ministerial Regulation No. 23 of 2025 concerning the Provision of Performance Allowances for Employees within the Ministry of Education, Science, and Technology, as well as Presidential Regulation (Perpres) No. 19 of 2025, which specifically regulates the provision of Tunkin within the ministry. This step marks a systemic improvement that further strengthens the bureaucracy’s reliability in providing allowances for civil servant lecturers.
With this policy, the government hopes to improve lecturer welfare, thereby fostering a higher education ecosystem that is more qualified and competitive. The guarantee of regular allowance distribution also demonstrates the government’s commitment to recognizing lecturers’ strategic role as drivers of national scientific and technological progress.
