Indonesia Optimizes Social Assistance Through Synergy between the National Socioeconomic Single Data System (DTSEN) and the Job Loss Guarantee System (JKP). This initiative is a response to the challenges of accurate targeting of social assistance and also addresses the dynamics of the national workforce. Through electronically updated data and adaptive protection mechanisms, the synergy between DTSEN and JKP is expected to deliver social policies that are not only reactive but also transformative.

Social Affairs Minister Saifullah Yusuf emphasized that the use of DTSEN has brought significant improvements to the verification process for social assistance recipients. He revealed that approximately 45 percent of recipients previously missed the target, so the government is now strengthening data-based validation, which is updated every three months.

“Social assistance is not only for those categorized as permanently poor, but also for people experiencing economic turmoil, such as layoffs. As long as the individual is registered in DTSEN and falls within the appropriate socioeconomic decile, social assistance will still be provided,” said the man familiarly known as Gus Ipul.

Similarly, Minister of Manpower Yassierli explained that the JKP (Labor Insurance) is a crucial instrument in addressing the recent surge in layoffs. This is because with JKP, workers not only receive direct assistance but also receive the necessary skills to develop themselves in their next job.

“JKP not only provides cash benefits for workers who lose their jobs, but also includes skills training and access to job market information,” he said.

Yassierli added that the government is currently establishing a Layoff Task Force to accelerate the response to the labor market turmoil, some of whose duties are currently being carried out by the Ministry of Manpower.

“The existence of the DTSEN (National Employment Information System) is crucial to ensuring that every employment program targets the truly affected groups,” he continued.

This data-driven policy has yielded several concrete achievements. One of these is the removal of more than seven million social assistance recipients who no longer meet the requirements. The verification process is carried out through cross-institutional collaboration, including the Ministry of Social Affairs, the Statistics Indonesia (BPS), the Financial and Development Supervisory Agency (BPKP), and the Financial Transaction Reports and Analysis Center (PPATK).

This measure is considered effective in minimizing the risk of budget leakage and streamlining aid distribution. The government ensures that social assistance is only provided to vulnerable groups and the poor who are verified and active in the system.

This synergistic measure demonstrates the government’s commitment to building a social security system that serves not merely as a temporary crisis relief but also as a foundation for community economic empowerment. In any situation, the government is present with data, a system, and decisiveness.
