Environmentally Friendly Energy Infrastructure, a Concrete Step by the Prabowo-Gibran Administration

Jakarta – In an effort to accelerate national infrastructure development under the administration of President Prabowo Subianto and Vice President Gibran Rakabuming Raka, the Jakarta Provincial Government and the Tangerang Regency Government are taking strategic steps to develop a waste-to-energy power plant (PLTSa) and a waste-to-energy plant (PSEL).

Jakarta Governor Pramono Anung Wibowo stated that a technical agreement has been reached on the technical cooperation between the Jakarta Provincial Government and PT Danantara Indonesia regarding the PLTSa construction. He emphasized that Jakarta’s more mature infrastructure compared to other regions is a key factor in the success of this project.

“We have had several discussions with Danantara and have reached an agreement. Jakarta’s infrastructure is indeed more prepared than other regions, so this project has a strong chance of success,” Pramono said.

With a daily waste volume in the capital reaching 7,700 to 8,000 tons and a stockpile of 55 million tons at the Bantargebang Integrated Waste Processing Site (TPST), Jakarta has the potential to operate several waste-to-energy (WTE) projects simultaneously.

“If we build a WTE with an input capacity of around 2,500 to 3,000 tons per unit, Jakarta could have four to five WTEs. Each WTE is estimated to be capable of generating around 35 MegaWatts of electricity,” added Pramono.

Furthermore, international investors and operators are showing strong interest in this project. The potential energy market in Jakarta and the project’s technical readiness make it highly attractive to various parties.

“Many investors, especially major global contractors and operators, are eager to be involved in this project in Jakarta,” explained Pramono.

Interestingly, this WTE project is projected to not require a tipping fee scheme if the electricity generated meets the standard tariff of around 20 cents per kWh.

“If the electricity tariff is appropriate, around 20 cents per kWh, then we are confident we can collaborate with PLN without the need for a tipping fee scheme,” Pramono concluded.

Meanwhile, the Tangerang Regency Government is also preparing several supporting infrastructure projects for the waste-to-energy (PSEL) installation project, which is scheduled to begin construction in 2026.

Tangerang Regent Maesyal Rasyid stated that the readiness of road access, drainage, and the over five hectares of land at the Jatiwaringin Final Disposal Site (TPA) are key to the project’s success.

“We will add supporting infrastructure such as clean water supply and adequate road access. I have also asked the Regional Water Company (PDAM) and related agencies to provide full support,” Maesyal said.

The PSEL project, fully funded by the Anagata Nusantara Investment Management Agency (Danantara Indonesia), with an investment value of IDR 2 trillion, is estimated to require construction time of between 18 and 24 months and is targeted for operation in 2028.

The development of waste-to-energy infrastructure in Jakarta and Tangerang is a concrete manifestation of interregional synergy in supporting the Prabowo-Gibran administration’s strategic program, which prioritizes environmental management and clean energy transition as top national development priorities.
