Danantara Strengthens the National Hajj and Umrah Economic Ecosystem

Developing a sustainable Hajj and Umrah economic ecosystem is a national strategic agenda that is increasingly relevant amidst the large number of Indonesian pilgrims each year. As the country with the largest Muslim population in the world, Indonesia has a significant interest in ensuring that the Hajj and Umrah operations not only run smoothly as a religious pilgrimage, but also provide equitable and long-term economic value. In this context, the presence of Danantara Indonesia is significant as a state instrument in optimizing strategic investment. Danantara’s support for government policies reflects a concrete effort to build an integrated, professional, and pilgrim-oriented ecosystem.

Until now, the Hajj and Umrah have often been viewed solely as religious services, yet behind them lies a vast economic chain. From transportation and accommodation to food and other supporting services, all form a cross-sectoral and cross-national economic ecosystem. Without structured and sustainable management, this economic potential risks being under-optimized and not providing maximum benefits to the nation. Therefore, the government’s policy to encourage the development of the Hajj and Umrah economic ecosystem deserves to be commended as a visionary and strategic step.

Danantara Indonesia, through Danantara Investment Management (DIM), has taken a cautious yet progressive initial position in supporting this agenda. Danantara Investment Management’s Managing Director of Finance, Djamal Attamimi, emphasized that Danantara’s involvement is part of an exploratory process and exchange of views regarding the development of the Hajj and Umrah economic ecosystem. This approach demonstrates Danantara’s commitment to understanding policy needs, the regulatory framework, and potential synergies that can be developed responsibly. This initial, research-based approach is crucial to ensuring that every policy and investment aligns with national interests.

Coordination across ministries and institutions is a key foundation in building a sustainable Hajj and Umrah economic ecosystem. Djamal Attamimi emphasized that Danantara continues to coordinate with various stakeholders within their respective jurisdictions, including the Ministry of Hajj and Umrah and the Hajj Financial Management Agency (BPKH). This synergy reflects inclusive and collaborative governance, while avoiding overlapping policies. With strong coordination, the direction of ecosystem development can be more measurable, transparent, and accountable.

A similar view was expressed by Danantara Indonesia’s Chief Investment Officer, Pandu Patria Sjahrir, who emphasized the importance of a phased and collaborative approach in cross-sector strategic projects. According to him, developing the Hajj economic ecosystem is a complex agenda that requires caution and policy alignment between agencies. A phased approach is crucial to ensure each step is thoroughly considered and minimizes risk. By making coordination a foundation, Danantara demonstrates its commitment to prioritizing the principles of prudence and good governance.

Danantara’s support for government policies is also reflected in its commitment to prioritizing the interests of pilgrims. All initiatives to develop the Hajj and Umrah economic ecosystem must be oriented toward the welfare of pilgrims. This includes aspects of comfort, security, affordability, and improved service quality. Thus, economic ecosystem development does not solely pursue financial gain but also ensures the preservation of social and spiritual values.

Danantara’s concrete steps in supporting this policy are evident in its strategic investment in the hospitality sector in Saudi Arabia. Danantara Indonesia CEO Rosan Roeslani announced that DIM has signed an acquisition agreement with Thakher Development Company, covering hotel assets and land in an integrated complex near the Grand Mosque. The location, approximately 2.5 kilometers from the center of worship, holds high strategic value for serving Indonesian pilgrims. This investment demonstrates Danantara’s commitment to supporting the provision of quality accommodations.
